This page explains who Sinder is, what Sinder does and how Sinder works with regulated banking and payment partners for Phase 1.
1. About Sinder
The Sinder app and platform are operated by:

In this document, "Sinder", "we", "us" and "our" mean Sinder Fintech Computer Systems & Communication Equipment Software Design L.L.C.
Sinder is a UAE technology company and app/interface provider. We design and operate the Sinder mobile and web application (the "Sinder App").
2. Sinder is not a bank
Sinder is not a bank, finance company, stored value facility or licensed financial institution.
Sinder does not:
- issue payment cards;
- hold customer funds as principal;
- accept deposits from the public in its own name;
- provide credit, overdrafts or lending;
- provide banking services; or
- provide investment, tax or financial advice.
Sinder provides the app and technology interface that allows customers to access, view and manage products provided by regulated and third-party partners.
3. Banking and payment roles
3.1 Issuing bank and account provider
Ruya Community Islamic Bank LLC ("ruya") is the regulated issuing bank and account provider for the Sinder Travel Card and associated account.
ruya is responsible for:
- opening and maintaining the underlying account;
- issuing the Mastercard Platinum Debit card;
- holding customer funds in accordance with applicable law;
- applying issuer requirements and compliance/risk controls;
- performing or overseeing applicable KYC, AML/CFT, sanctions and ongoing monitoring; and
- handling regulated banking/card matters where required.
Sinder does not hold your funds as principal. Your underlying account and Card relationship is with ruya as issuer/account provider.
3.2 Processing and card scheme
Network International LLC supports payment processing for the Sinder Travel Card.
Mastercard is the card scheme for the Mastercard Platinum Debit card.
These parties support transaction authorisation, routing, processing, settlement, tokenisation, dispute handling, fraud monitoring and card scheme compliance according to their roles.
4. Sinder responsibilities
Sinder is responsible for:
- operating the Sinder App as a digital interface;
- showing account, Card, balance, transaction, FX, fee, benefit and support information available through product integrations;
- enabling app-based Card controls where available;
- transmitting customer instructions to partners where supported;
- providing first-level support and complaint triage;
- supporting fraud, security and risk controls; and
- complying with laws and regulations that apply to Sinder as a UAE technology company and app operator.
5. Partner responsibilities
ruya, as issuer/account provider, is responsible for regulated banking and card issuing matters.
Network International supports payment processing.
Mastercard provides the relevant card scheme rules and network.
Sinder may support, route or coordinate customer requests and complaints, but Sinder does not make decisions reserved to ruya as issuer/account provider or to other parties under applicable law, regulatory requirements, card scheme rules, issuer requirements or compliance/risk controls.
6. Regulatory oversight
Sinder is incorporated in Dubai, United Arab Emirates. While Sinder is not authorised as a bank or finance company by the Central Bank of the United Arab Emirates, ruya is the regulated banking partner and issuing bank for the Sinder Travel Card/account.
The Sinder App and Sinder legal documents, including the Sinder Terms of Use and Privacy Policy, are generally governed by the laws of the United Arab Emirates as applied in the Emirate of Dubai, unless a specific Product Term says otherwise.
7. No advice
Nothing in the Sinder App, website or communications is financial, investment or tax advice, or a recommendation to buy, sell or use any product.
Information such as FX views, spending insights, benefits and travel-related content is general information only and does not take your individual circumstances into account.

If your complaint relates to a ruya-issued account, Card or regulated financial service, Sinder may triage, support and route the complaint to ruya as issuer/account provider.
Eligible unresolved complaints involving a UAE licensed financial institution may be escalated to Sanadak after the relevant internal complaint process has been attempted.
9. Changes
We may update this Regulatory & Licensing Information from time to time to reflect changes in our corporate details, partners, products, legal requirements or role descriptions.
When we make material changes, we will update the "Last updated" date and, where appropriate, notify you through the Sinder App, email or another reasonable channel.
